Yes, the Aero Precision M5 20in .308 SS Complete Upper Receiver features a pre-installed gas block and gas tube. It will not include a BCG or charging handle.

The Aero Precision M5 20in .308 SS Complete Upper Receiver w/ ATLAS R-ONE Handguard is compatible with DMPS style AR10 components. So it should work just fine on a DPMS LR-308 lower receiver.

Is it a stamped 308 barrel. If so it can shoot 7.62 as well correct!
