This upper is a 7075-T6 Forged Aluminum Upper Receiver.

In the title it says "complete upper" but then also says "w/o bcg and charging handle". So which is it? Is it complete or not?

It is complete meaning barrel, gas system, hand guard are pre-installed. Removable parts (BCG, charging handle) are not included in this package.
