Does any one knows how this scope compares to vortex viper pst gen 2???

They are both high quality scopes. Athlon is a newer company to the market while Vortex has a more established name in the industry. They are also at different price points and normally when it comes to optics the general rule is that you get what you pay for in regards to quality, fit and finish.

Is this clear at 24c?

Unfortunately, I cannot find a Butler Creek objective lens cover.
Only eyepiece lens cover:
