how does this scope compare to the Vortex Razor?

No, the Gen 1 Ares does not have this option. Only the Ares G2 15-45x

When you say "rotating ring", do you mean that the eye piece rotates to meet my needs?

The tripod mount is on a ring that rotates around the optic body so the angled eyepiece can be moved to different locations for viewing from the top, from the side, etc.
