Unfortunately you will have to confirm this with the airline. Some do not include wheels in measurement, for example, while others have different thresholds before you start accruing additional charges. Most have a threshold of 62" in total dimensions, so this would likely qualify.
It should if with the wheels off the frame will fit in the internal dimensions of 45.3" x 31.9" x 11".
The appropriate case depends not only on the frame size, but the suspension, as well.
