Would this work for a Primary Arms PLx 6-30x56mm FFP Rifle Scope - Illuminated ACSS Athena BPR MIL which would be mounted to a Ruger Pecision .300 WM.

Yes. The correct height Badger Ordnance 1 Piece Unimount for your setup would be 1.5". And since your scope uses a 34mm tube, you would need MPN:306-98.

I have a Savage 110 tactical with a Picatinny rail on top and a Zortex 6x24x50 scope. I want to know what ring height refers to. From what to what.

For ring height it would be from 1.2-1.4 for High and anything above 1.49 is Very High for ring height.
