In the picture it shows the dust cover and the scope mount does both come fastened together ? The picture shows both.

Scope mount for AR-10

is there a shell deflector that works with this mount.(For SKS Rifle)

I would just recommend using the Sun Optics SKS Scope Mount which doubles as a mount and shell deflector, and can be found by using the link below:
