Will it work with a Colt SP-1 chambered in .223? Will it require a new bolt carrier?

That's really going to depend on the specifics of your SP-1. Most SP-1's have a larger pivot hole which means while the lower and upper will not fit up properly. I would highly recommend you contact Colt directly and verify compatibility depending on your specific SP-1.

Yes, this is a standard AR-15 upper receiver and will work with ANY mil-spec AR-15 lower receiver.

Is the receiver laser etched BCM?

The T-markings are laser etched. BCM does not laser etch their logo on these upper receiver assemblies, "BCM4" is stamped above the threading for the barrel nut.
