Is this Bcg High pressure tested & magnetic particle inspected?

The manufacturer doesn't state whether or not the Black Rain Ordnance Bolt Carrier Group has been high pressure tested but it has been magnetic particle inspected.

can I place a 7.62x39 Bolt in here if Bolt carriers are universal?

Yes, the carrier in this group will fit most 7.62 bolts. You will need to check the bolt though as there is a manufacturer that uses a proprietary system so that they can use the AR-10 bolt in the smaller platform so that the walls of the bolt face aren't as thin.
