can i drop this right on a springfield saint lower off a 556?

Yes. The Black Rain Ordnance SOCOM .458 Complete Upper Receiver can be installed to your Springfield Saint Lower receiver and it will fit and function as intended. You can also use your original 5.56 magazines for .458 SOCOM.

Do I need a new buffer spring for 458 socom upper?

It's not necessary to change the spring, a heavy buffer might be a better option.

No, upper receivers do not need to be transferred to an FFL
