Will this 1/2-28 work with a 9mm barrel?

The Black Rain Ordnance Milled Flash Regulator is not bored large enough to accommodate 9mm and would not be compatible. I would recommend the Midwest Industries Aluminium Blast Can, found by using the link below:

The barrel will thread into the Black Rain Ordnance Milled Flash Regulator but the manufacturer does not state how much of the barrel will be covered.

The Black Rain Ordnance Milled Flash Regulator BRO-MFR has an outside diameter of 1.375". If the handguard has a larger internal diameter than the Black Rain Ordnance Milled Flash Regulator BRO-MFR should work.

Does this need/come with any kind of washer?

This does not come with a crush washer as it is not necessary to time the device, however you could still use one if you wanted to.
