Will this fit the Rock Island 1911 Tac Ultra HC 9mm 17 round capacity. Thank you in advance.

Since that particular 1911 is not listed as being compatible fitment cannot be guaranteed. I recommend contacting the manufacturer to confirm compatibility.

Compatible with Safariland QLS system?

The Black Scorpion Outdoor Gear Staccato Pro Competition Holster can work with the Safariland QLS system but would require modification to do so (drill new holes).

Yes. The Black Scorpion Outdoor Gear Staccato Pro Competition Holster is open ended in order to allow a threaded barrel/compensator to pass through.
