It will not. That holster only works with handguns that have a Blackhawk Night-Ops Xiphos. It will not work with most popular weapon lights.

No, it is designed specifically for use with the Night-Ops Xiphos NTX Weapon Mounted Light.

Will the blackhawk level 2 serpa holster fit a 1911 with a non rail Streamlight TRL-6?

Unfortunately this will most likely not work with the TLR-6. SERPA holsters secure the firearm using the trigger guard, but the TLR-6 goes around the trigger guard, altering the fitment.
