Why is this tripod heavier than the bantam

The weight depends on Aluminum or Carbon Fiber but is 8.5 and 7.5 lbs respectively.

can I clamp a spotting scope to the tripod?

The BOG Death Grip Clamping Tripod is designed to clamp down on the forend of a rifle and not a tripod. You could purchase the BOG Great Divide Tripod Head (linked below) and use that head for mounting a tripod.
