The manufacturer doesn't state if the Bootleg Inc Carrier Completion Kit is HPT and MPI. I recommend contacting the manufacturer for that information.

The Bootleg Inc Carrier Completion Kit only comes with one firing pin. That was a mistake that is being updated now.

What steel is the bolt made about of?

The Bootleg Inc Carrier Completion Kit has a firing pin retaining pin made from 1038 steel wire, the bolt is 9310 steel coated in phosphorus, the cam pin is 4340 steel, and the firing pin is 4140 steel to ensure quality and durability.

In the process of building a. 300 blackout. Finding a BCG has been very difficult. Are you sure this will work for a .300 blackout, with no problems?
