Is this item bullet resistant as is or do you need the plates as well?

The BulletSafe Level IIIA Vital Protection 3 Vest has ballistic is NIJ-Certified Level IIIA. This means it can stop most handgun calibers up to a 44 Magnum. It can also accept hard ballistic plates that have a higher ballistic rating.

BulletSafe Level IIIA Vital Protection 3 Vests are manufactured outside the USA. Final assembly and inspection of the vest is done in the USA. The vest was also engineered and tested in the USA. All of the warehousing, packaging, marketing, and sales are handled in the US as well.
