How useable is the reticle at 3.3 power? Would it still be useable for hunting or is it too fine?

The Burris Xtreme Tactical XTR III 3.3-18x50mm 34 mm Tube First Focal Plane (FFP) Rifle Scope reticle can be used at the lowest magnification. It is a fine reticle but still useable at each magnification.

I want to mount this on a Parker-Hale 1200 Super (7mm Rem Mag). I'm concerned the scope won't clear the bolt lever. If it doesn't can I return it?

The Burris Xtreme Tactical XTR III 3.3-18x50mm should work fine on that rifle depending on what mount or rings you use. The Burris Xtreme Tactical XTR III 3.3-18x50mm has an objective lens outside diameter of 58mm and a eyepiece diameter of 44.25mm.

Does it come with a sunshade ?

Yes, the Burris Xtreme Tactical XTR III 3.3-18x50mm will include a sunshade as well as flip caps for the objective and eyepiece.

In the pictures it shows two different windage turrets, one exposed and one capped. Does it come with both?
