My applaction would be on 45 cal black powder rifle. Is this the proper one or are there ones better suited.

The Bushnell Banner 1.5-4.5x32 Multi-X Rifle Scope can be used for a .45 caliber muzzleloader. The scope at the link below is another good option.

Will a one piece Rock River cantilever mount fit on this scope? The rings are 4 5/8" from the front end to the back & 2 1/4" in between the them?

You would need to make sure the mount is 1 inch tube diameter for scope and Low ring height.

What size scope rings is best for this scope?

The scope rings will need to be for a 1" diameter tube, but the type/style and height will be dependent on the rifle you're mounting it on.
