No, the Caldwell AR-15 Picatinny Rail Brass Catcher requires a top picatinny rail to attach the brass catcher to the rifle. The reciprocating bolt on an AK platform rifle may also interfere with the bag and cause it to malfunction.

Yes, the Caldwell AR-15 Picatinny Rail Brass Catcher could be used with .338 Lapua Brass. The Caldwell AR-15 Picatinny Rail Brass Catcher mounts to picatinny rail on the top of an AR receiver. So if you have picatinny rail available to mount the Caldwell AR-15 Picatinny Rail Brass Catcher it should work.

Will this work on a bolt action rifle with full length picatinny rail ?

It will attach to any picatinny rail, but depending on your rifle you may have clearance or fit issues because this is designed specifically for the AR-15.
