Can you spot rifle shots at 1000 yards with this?

The OpticsPlanet Exclusive Celestron TrailSeeker 20-60x80mm Spotting Scope is capable of spotting targets at 1000 yards. However, how well and clear it is depends on a couple other factors such as the conditions you are shooting in.

Are these scopes water proof and nitrogen purge ?

It is water resistant. As for nitrogen purge recommend reaching out to manufacturer was not provided with that information.
