Am I correct is thinking it can only be attached to a PISTOL BRACE LOWER? Or it needs a SBR FEDERAL TAX STAMP PERMIT(or whatever that is called)

You can buy it and take it to any gunsmith to pin and weld that muzzle device or another of your choice and you can put it on a carbine/rifle lower because the overall length will be slightly over 16” depending on which muzzle device you go with

if the flash suppressor is welded could you build it as a rifle?

The COLT UPPER KIT 5.56 14.5" does not have a pinned/welded flash hider. It is a standard A2 birdcage and can be removed.

The COLT UPPER KIT 5.56 14.5" will not include a rear sight with the upper. But It will include the BCG and charging handle.

Yes. The COLT LE6921CK UPPER KIT 5.56 14.5" will include a BCG, charging handle, and upper. It will not include the pictured rear sight.

What is the barrel twist rate and is the barrel MP and HP tested?

The COLT LE6921CK UPPER KIT 5.56 14.5" barrel has a twist rate of 1:7 RH. All barrels include M4-style feed ramps and have a chrome lining that prevents corrosion. I would reach out to the manufacturer in regards to it being MPI or not.

The flash hider is not pinned and welded. The front sight is F stamped. It is a government profile barrel.
