Will the holster for the Shield 9mm work for the new Shield Plus 9mm?

Yes. The Comp-Tac OWB Concealed Kydex Warrior Holster for the M&P Shield will fit the Shield Plus as well. This goes for all Shield holsters as well.

Is the bottom of the holster open to allow for a threaded barrel to stick out the bottom?

This holster is open ended and Optics ready for threaded barrels and suppressor sights.
