Yes, it will fit users up to about a 44" waist.

This says it's sized for up to a 44" waist but it doesn't go that low. This carrier probably won't go past your navel so waist size doesn't matter unless you are fairly short.
Chest measurements would be more helpful.
I'm 6'3" and my suit jacket sizes are a 50Reg or 50L. (I'm right there where Regular is a tad short and Long is a tad...long.)
My dress shirt size is 17.5" neck and 36" arms (17.5x36).
This carrier fits my chest fine but it stops about 3" above my navel. The oblique sides barely cover my rib cage.
In the video, the presenter and the mannequin seem to be of similar torso size. It looks like this carrier ends at their navel.
