What does Pre-Ban mean? What about this is banned?

Pre-Ban is used to give an indication of what features a particular upper had. Pre-Ban uppers typically had a threaded barrel, bayo lug, and a flash suppressor.

Does this have a round or triangle cup to hold the handguard if round can it be swapped to a triangle cup

Yes it does have a triangle cup by the FSB (at least mine did).

Does this upper have a rifle length gas tube?

After reading and doing a fair amount of research I believe it does have a rifle length gas tube. however Delton has made it clear they've enlarged the gasport to allow the appropriate amount of Gass back into the bolt. but they do reccomend to use full power 5.56 (M193 ball) for best results.

Is this a complete upper receiver, ready to mount onto a lower receiver & fire?

Yes, this is a complete upper receiver that includes the charging handle and bolt carrier group, this can be attached to any AR15 complete lower receiver and be ready to fire.
