No. This DPM Telescopic Recoil System will only fit the Glock 29, 30, 30SF, and 36 generation 1-5. The correct recoil system from DPM for the Glock 28 can be found using the following link:

1.) Is it made of stainless steel 2.) what is the overall weight of the entire assembly? 3.) recommend spring change after 3,000 rounds?

The weight is 7.76oz. Unfortunately the manufacturer does say if the rod is stainless steel, or how frequently the spring needs to be changed.
