No, Optics planet most likely has an agreement with EOtech that states they can only sell to Military or LE if it’s in connection with their duties. However there are other companies that do sell quad-tube gen 3 NVGs on the civilian market.

No. Even active can’t purchase personally. It has to be purchased through the agency. Not even sure why OP shows these other than window dressing.

No, this is restricted to MIL/LE and is ITAR regulated.
