No, Optics planet most likely has an agreement with EOtech that states they can only sell to Military or LE if it’s in connection with their duties. However there are other companies that do sell quad-tube gen 3 NVGs on the civilian market.

How resistant are these to light change. We used mono optics in Iraq because a flashlight is like a flahbang when wearing night optical devices?

they are very resistant to light change, however, like all night vision devices, try not to expose it to direct light

These are far from fragile. The units are made of metal that has a high impact rubber/polymer overmold designed and engineered for these goggles.
