The FAB Defense AR-15/M4 Stock can be used with Mil-Spec or Commercial Carbine length buffer tubes. So it will work with the Diamondback DB10.

The FAB Defense AR-15/M4 Stock With Adjustable Cheek Riser Battery Storage And Rubber Buttpad will work on a left handed AR15 and features a QD sling point on the right side of the stock to allow for left handed shooters to equip a sling. Fits Perfectly on Both Tubes - MIL-SPEC and Commercial.

Can the charging handle slide underneath the cheek rest when the stock is forward and the cheek rest is up a little bit?

Yes, the mounting point is far enough back that the handle will slip under without making contact as long as it's up high enough.
