Does this stock allow a heavy barrel to free float? Thanks.

Actually if you remove the barrel channel via the 3 screws, the bull barrel should free float. No sanding is required if you remove that channel. There is a gap between the barrel and stock once removed. Stock doesn't contact barrel so i would consider it free floating. If you are using a factory ruger barrel be aware that the removable channel does contact a factory barrel and will not free float..

Does the buttstock have 5 position adjustability like an AR15 milspec stock?

The FAB Defense UAS-R Ruger 10/22 UAS Precision Stock Conversion Kit has a fixed length and cannot be adjusted like a Mil-Spec AR stock. However, the cheek riser can be adjusted.
