on the M16/M4 Bolt Carrier Group ,,What does it mean by No Hammer??

It means it will not come with a hammer for the trigger group. Some of the FailZero bolt carrier groups come with a nickel boron coated hammer, but these models will not come with that hammer.

Yes, technically the .350 Legend can use a standard AR-15 bolt carrier group.

The black bcg, is it an exo coat finish?

it's nickel boron coated and then has a black top coat. The black will show wear in contact areas revealing the nickel finish below but maintain it's black finish in all noncontact areas.

The manufacturer does not provide the specific grade of stainless steel they use for their bolt carrier group, however the following parts are all nickel boron treated:
