No, the barrel nut will not be able to slip over the gas block.

The gas block is drilled for the pin and there is a groove ground into the barrel where the pin will go. When you receive the barrel, the gas block is not pinned in place. You slide the gas block off to install the barrel nun and then you or someone will need to install the pin. The gas block also comes with 3 set screws and... do NOT overtighten the screws.
