They're actually "Hyper Velocity" which is considerably faster than "High Velocity." That 1070fps rating is from a micro 2" barrel, 24" barrel is 1650, right around where the CCI Stinger lives. Subsonic 700-900 fps Standard 1000-1150 High velocity 1200-1350 Hyper Velocity 1450-1700
Yes these are high velocity. The 1070ft/s rating is out of like a 2.5 inch barrel. With a 16 inch barrel they achieve 1600+ ft/s. Overall pretty comparable to stingers.
Yes, for .22lr, the Federal Personal Defense Punch are high velocity rounds. This is from the FederalPremium.com website: "Maximum velocity for energy and penetration; 1,070 fps through 2-inch barrel handguns, 1,650 fps out of 24-inch rifle barrels."

From what I heard, the velocity shown on the box is actually that of a 2" barrel handgun they used as the "real world carry scenario". If you put that same round in a rifle with a 16-20" your going to be up to 1600 fps. This may get confusing being most other manufacturers use the highest number possible from long barrel rifles just to get those impressive numbers. Sort of opposite of the FN 5.7 round they say are a 2200fps+ rnd but never showcase anything better than 1700s from the only handgun size that used that caliber.
No, 1070 fps
No. If chambered they would be near regular Velocity Rounds via Rifle than vs. Handguns they are more or less standard rounds meant for defense.
Yes they are
Vey high velocity over 1100FPS from a 2" barrel and over 1600 out of a 24" rifle
No. At 1070 fps (feet per second) these are subsonic.
