The FLIR Systems Scout III 320 Thermal Night Vision Monocular might work but I recommend contacting the manufacturer in regard to how well it would work for that application.

Can it look into vegetation on hill side?

Heavily dependant on the weather conditions, what you're trying to view, and your environment. Generally speaking - yes. Heavy vegetation would obscure your vision, but you could see objects behind brush or grass.

This is only a thermal vision optic and does not have a night vision mode.

How far can this be used?

It can be used out to 600 yards, but keep in mind other variable factors such as weather conditions may impact detection range.
