Is this considered an angled foregrip or vertical? In regards to mounting and state laws.

The Future Forged Halex-S Foregrip is an angled grip with 45, 30 & 60 degree grip angles (by selecting pairs of fingers to grip with your change grip angle.)

Can this be mounted to an AR pistol? And is this considered an angled foregrip or a vertical foregrip?

It can be mounted on their as long as you have the right handguard for it to mount. This is a hybrid vertical thumbstop /angled foregrip design can be handled similar to a vertical grip.
