Does this upper come with a BCG?

No, this upper needs a BCG, charging handle and muzzle device.

yes it has the new steel QD inserts as well as notched upper for notched handgaurd

Does this upper have exact same mk16 handguard as super duty mod 1 uppers with the steel QD sling inserts? Instead of just a QD hole in aluminum rail?
