What diameter battel will this clamp on to?

The GG&G M1A Scout Scope Mount is designed for use with the M1A Scout Squad and SOCOM rifles. The manufacturer does not state what barrel diameter the GG&G M1A Scout Scope Mount is specifically compatible with. For that information I recommend contacting the manufacturer.

The GG&G M1A Scout Scope Mount is specifically intended for the Springfield M1A "Scout Squad" or "SOCOM 16", with cutout factory top handguard. The manufacturer does not list a specific barrel diameter the GG&G M1A Scout Scope Mount will work with, GG&G just states that the two models above are the only compatible models.

The GG&G M1A Scout Scope Mount GGG-1683 will not work with that model. The GG&G M1A Scout Scope Mount GGG-1683 works with M1A Scout Squad or SOCOM 16, with a cutout factory top handguard.

Will this work on conjunction with the archangel stock?

It will fit the stock however the rifle itself must be a "Scout Squad" or "SOCOM 16" model. It will not fit standard M1A models.
