Yes, all of the listed kits include an M16 BCG and a Mil-Spec charging handle.

What kind of barrel and bolt carrier comes with this?

This kit includes a 16" 4150 Chrome Moly Steel Barrel that is Black Nitrided and has a twist rate of 1:8. The kit also includes a mil-spec M16 BCG.
