Would this work in a gen 3 glock

No. The Gen 3 Glock 19 uses the single spring setup while the gen 4's and newer went to the dual recoil spring setup. I would recommend the Lone Wolf Arms spring or an OEM replacement.

Which P/N is for 9 and 40?

GLSP08703 is for the 9mm

GLSP07815 is for the .40
