IS THIS TOWER AND BLIND TOGETHER

No. This model includes the 5 foot tower and floor onto which you place the blind. The area (landing) at the top of the stairs measure 42 1/2 x 24 1/2 inches, not large enough for even a small blind.

Yes. A blind is not included.
