Yes, the Hawke Sport Optics Dovetail 30mm Hight Rifle Scope Ring Mount is compatible with 3/8 dovetail rails, like that found on the Rossi RS22.

Will this scope mount work with a Sig Sauer 308 cross rifle with a 4.5-14 x50 sig Sauer Sierra 3 scope.

No, the Sig Cross uses a Flat Top picatinny rail while this mount will only fit 9-11mm dovetail cuts. I would recommend using the Aero Precision Ultralight 30mm Scope Mount, found by using the link below:

The Hawke Sport Optics 1pc 30mm Match Series 9-11mm Rifle Scope Ring Mount may work for your Mitchell 15/22 model if it has a 9mm-11mm dovetail mount. It would also depend on what scope you are using to determine if the set up would work on that rifle.
