The Hogue Tamer Shotgun Pistol grip will not fit a Savage/Stevens 320. It is designed for use with the Remington 870.

Does installing this instead of the bird's beak grip make it so the firearm must have a tax stamp? (Because it would then be under 26")

No, it will not. According to the manufacturer the Pro S uses the Mossberg rear flange and drill/tap pattern.

The shotgun forend is the section of a shotgun between the receiver and the muzzle where you place your non-trigger hand. On pump shotguns this is generally the piece moved to eject spent shells and feed new shells.
