Does this scope require some sort of dovetail mount to fit on an SKS?

The Kalinka Optics KOM 1.2-6x24 Illuminated LD Reticle Rifle Scope and mount attach to the receiver mounting point. This is typically located on the left side of the receiver of an SKS.

This includes the lowest possible mount height for AK, SVD and SKS/Mosin-Nagant rifles for that perfect cheek weld and a true center bore alignment.

There is a 59mm and 65mm listed what does that refer to?
