Looking for a good viewing scope to Puget Sound water activity (boating, mountains) at a range of 5-20 miles. Would this scope or the 880 model work?

Yes, these would be amazing spotting scopes for that purpose and realistically any job. The Kowa spotting scopes are some of the best in their respective price ranges. The 880 series would technically provide you with a better image as they have a larger objective lens which would be best for high magnifications. The 770 series is still great, but the larger objective of the 880 will be better at top magnifications.

I would like to buy the Kowa TSN-773 with a fixed 30x wide view eye piece. Do you have an eyepiece and adapter that is really optimized for this scope

The fixed 30x wide view eyepiece has been discontinued, MPN: TE-17W. I've provided links below to a fixed 25x eyepiece and a variable 25-60x wide angle eyepiece that are available.

Does this spotting scope need an additional eyepiece? or does it come with the unit (like it shows in the picture)?

The eyepieces must be purchased separately - they are not included with the spotting scope.
