This will not be compatible since the HOWA rifles use the 1.5 metric thread pitch

As long as the thread pattern on that gun is a 5/8x24 with a 90-degree shoulder (standard for .308) then yes you could use this mount.

Technically it should as the .308 and .300 PRC have the same bullet diameter.

I have a brand new Wilson Combat 5.56 barrel that has a thread pitch of 5/8x24. Will this brake be safe to use on my barrel?

Technically, yes since the .308 is a larger diameter than the 5.56.
