Will the adapter fit a Streamlight TLR-1 HL mount?

The swivel stud on the adapter may interfere with mounting. An adapter like the one listed below may be a better fit:

Will the adapter fit my Keymod Handguard?

No, the adapter is for attachment to a sling swivel stud only. It does have a picatinny attachment so it can be used with a keymod handguard using an adapter such as the following:

You only need a single slot to connect this bipod.
