can you please tell me the torque specifications for this mount.

The recommend torque specs for the Leupold 177093 Mark AR Integral Mounting System is 28 in/lbs for the ring screws and 65 in/lbs for the base screws.

The Leupold 177093 Mark AR Integral Mounting System 1-Pc Base & 1in Ring Combo is best suited for use on an AR platform. It could be used on a bolt action rifle but may sit too high depending on the model of bolt action rifle you are using. The sunshades located at the link below will work for that scope.

Will this Mount give enough clearance to operate charging rod without hurting your fingers on the scope?

The Leupold 177093 Mark AR Integral Mounting System 1-Pc Base & 1in Ring Combo has a .68" rear offset and a 1.75" front offset. This will give you enough clearance to operating a charging handle without contacting the scope.

I have the Leupold Mark IV 8.5x25x50mm. Will this hold that scope?

This Leupold Mark AR Integral Mounting System 1-Pc Base & 1in Ring Combo will not fit that scope since these are 1 inch rings. The mount you will need can be found here:

Would these work on a Savage Axis with the picatinny rail, or would they be to tall for that rifle? Using with VX Freedom CDS 3-9x50.
