Designed, machined & assembled in the USA. Many scopes come from Philippines; Vortex, Nikon and others, for example. Leupold doesn't specify where some of the parts come from, but I would suspect it's there.

CDS refers to Leupolds "Custom Dial System". This system allows the user to swap out the elevation turret on their scope to a turret that has been made by Leupold specifically for their rifle set up and load information. Some Leupold scopes come with a voucher in the box that counts towards 1 CDS dial from Leupold while others do not have this voucher. But even for the models that do not come with a voucher in the box, the end user can contact Leupold and make sure that their scope can accept a CDS turret and then request one from them at an additional charge.

Leupold does not really offer silver scopes anymore. You can still definitely buy a black model and then have it sent to Leupold and they will customize and change the color for you, but it is an additional custom service and fee.
First and second focal plane refers to the position of the reticle inside the scope. A second focal plane scope has the reticle position inside the scope that the when the magnification is changed the reticle stays exactly the same. This changes the subtensions of the reticle and means it is only accurate at one magnification setting (usually max). First focal plane means the reticle is positioned so that when the magnification changes the reticle changes with it making the reticle subtensions accurate at all magnification settings.
Not all Leupold models use the same accessory threads, older models specifically tend to have a different thread pitch than current production models. Here is a link to the 2 different length sunshades that are compatible with this scope:
