Is this a CDS scope

Neither of the options listed on this page come with a CDS voucher, but you can reach out to Leupold and they can custom make a CDS turret for the VX-3i line.

How close (minimum distance) does the Ao focus?

Hi,
The VX-3i 3.5-10x50mm does not have an adjustable objective so it would have a set parallax from the factory set at 150 yards.

I've read some bad reviews about the Leupold objective lens cover. Are the Butler Creek ones any better?

If this scope was placed in a bucket of water would it leak ?

Assuming you are asking if the scope is waterproof, it is. Even then I would not necessarily recommend submerging it for no reason.
