Is the Leupold VX-Freedom 1.5-4x20 1 inch Riflescope compatible with this?

These are 34mm and 35mm rings and will not fit your 1" tube. You will need one for a 1" tube.

Will this be too high of a mount to put a low power small objective scope onto a bolt action rifle?

The Leupold Mark AR Mount will probably work for mounting a Vortex Strike Eagle 5-25x56 to a Ruger American if the rifle had a one piece picatinny base. I recommend using 34mm diameter two piece rings like the ones listed at the link below.
