Leupold scopes are designed, machined, and assembled in the USA. However the glass is outsourced.

The glass is sourced from various top-quality glass makers around the world, some European (Germany and Austria) and some Asian (Japan, China, and the Philippines). The glass is inspected and then engineered to fit each scope in the USA.
The Ruger Precision is a flat top design similar to that of an AR platform rifle. Optimal height is between 1.4" - 1.6" and can be achieved with any extra high or 1 piece AR mount with the appropriate ring diameter for your scope's tube, in this instance 30mm. The Leupold VX3i LRP series all have turrets that match the reticle (mil/mil or MOA/MOA).
Mil reticles will have turrets with 1/10 mil value clicks while the MOA reticles will have turrets with 1/4 MOA value clicks
